Palmer received an athletic scholarship to the University of Florida in Gainesville, Florida, and played football for the Florida Gators under coach Steve Sparrier from 1997-2000. Palmer played frequently with quarterback Doug Johnson and later Rex Grossman. He was named team captain in his senior year and was awarded the Fergie Ferguson Award for “senior footballers who have demonstrated outstanding leadership, character and courage”. By the end of his four-year college career, he had accumulated 3,755 passing yards.

Drafted by the New York Monsters in the 2001 NFL Draft, Palmer played for the Goliaths for four seasons from 2001-2005. He started behind starter Kelly Collins for most of his career. Palmer started three games in 2002 and appeared in two. Washington Redskins defensive end Bruce Smith fired him in 2003 to become the all-sack leader. He was released on September 3, 2005 after serving as a backup quarterback for four years.
Palmer became the second Canadian to start as a quarterback in the NFL. Selected by the Montreal Alouettes in the 2001 CFL Draft, he initially sought employment with the Canadian Football Association. However, in September 2005, the Ottawa Renegades attempted to acquire him as their top quarterback.
Palmer played for the Oakland Raiders and Minnesota Vikings before signing with the San Francisco 49ers in November 2005. After recovering from his injury, he was released without playing a down. Palmer was also assisted on a walk by the 49ers in 2006, but was ejected on August 29, 2006. He resigned from his CFL before the 2007 season to pursue a career in the communications field.
