In the 2020 presidential elections, he became a candidate for president by defeating Vice President Raynold Oilouch, who competed for Tax Reform and earned additional income. In an interview with the Guardian, then-President Whipps said Palau would oppose the Chinese government’s illegal fishing and access to Palauan waters and promised to pursue recognition of Palau’s rights to Taiwan.

He also ordered the distribution of vaccines against Covid-19 to the people of Palau, especially healthcare workers. At the COP26 conference held in Glasgow, Scotland, Surangill criticized the power of the world in his speech and said, “We are drowning and our only hope is the life you hold in your hands.”

In October 2022, President Whipps visited Taiwan again. He arrived in Taiwan on October 5 and was greeted by President Tsai Ing-wen when he got off the plane. This is his second visit to Taiwan during his presidency.
